Not sure, but it appears i cannot create a topic or tag. I am perhaps untrusted, which makes all the sense in the world. I want to add a comment somewhere about the “fundamentals” section of the manual, but in the meantime, this “it still has many valuable information” in about this forum contains a very common error: in English (unlike most every european language) information is (usually) uncountable, which means “many” should be “much”: much valuable information. English treats information like water; French etc. treats it like marbles. And…how can i create a topic?

You’re right, see New User restrictions, and you’re also right, it is there for a reason.
The old forum is still flooded with spam registrations and it has long started here. But here it’s a matter of admins and moderators and no longer the whole community.

If you are uncertain, you can start a new topic here in the Documentation channel to discuss your issue.
Otherwise you can create an issue on GitHub or even make changes, which will create a pull request for direct merge.
