Where, in what context?
I suspect we’re talking about tags here in the forum.
Found it on Discourse:
tl;dr add tags when creating a new topic or when editing the topic title.
Set up and using Discourse is not the same, so presumably we’re all novice users if not already trained by another Discourse community 
Thus https://meta.discourse.org/ is a good place to find already solved topics about using Discourse.
It seems that I can’t create tags for topics because I don’t have the rights to create them.
Nor, it would appear, does anyone else - there is only one tag in the list: “windows +1”.
Admin default settings issue?
Indeed, the default trust level to create tags is 3.
Changed it and it should work for you now too.
